I, however, think that £680 a year, being £180
£500 as Colonial Surgeon,
and
£80 for
the Lock Hospital, with private practice, would be not only amply sufficient, but that it would be placing the Colonial Surgeon relatively in at least as good a position
as the other principal Officers of the Colonial Government, and I must
therefore
recommend that Dr Murray's
application be refused.
16. Dr Murray states that he has the
Authority of the three unofficial Members of
the Legislative Council individually for
saying that in their opinion his salary might
fairly be fixed at £800 with private practice. But individual opinions of this kind are always easily obtained from irresponsible persons, not, I think, entitled to much weight. It belongs to the Crown to determine the Salaries necessary
and
for carrying on the public Service, and the question must be considered comprehensively, as nothing but confusion and discontent would result if isolated
Cases were decided upon without reference to the necessity of maintaining relative uniformity between the salaries of the different public
Departments in the Colony.

Your Grace's
Most Obedient Servant,
